Smith and Wesson Top break Revolver Question?

ello again everyone! Do you need a handgun permit to purchase and own a revolver that shoots black powder cartridges and was made before 1898? Please note, this gun is not a cap and ball revolver. The handgun in question to own is a Smith and Wesson 4th Model Top Break Double Action Revolver in .32 caliber. She's a real beauty and I would love to own her. I live in Rhode Island, any info like about the ownership laws, and any gun laws having to do with the handgun in question will be greatly appreciated. Thank you all so much!
