Tropical fish swimmin close too the surface?

Ello I bought some tropical fish today for my new tank. I had the water tested and it was perfect. The fish I put in were recommended cus they are hardy. But they are staying close to the surface occasionally going to the bottom. My filter is on and seems to be making lots of bubbles. Is this normal or is something wrong? Thanks.
