Do shows like Law & Order SVU encourage rapists?

Do crime drama shows encourage rapists because they glorify violence against women? They also detail how the criminals get away with rape and even if they get caught it shows how to snake around the legal system to avoid prosecution. Doesn't this just give tips and encouragement to a person who has been sitting on the fence about committing rape?
